Article 9

Risk Management System

The EU AI Act requires a risk management system that identifies, analyzes, and mitigates risks throughout the AI system lifecycle. The Nervous System enforces this through two core rules.

Identification and analysis of known risks
Every file edit is checked against 89+ protected files before execution. Known risks (file damage, config corruption, process disruption) are identified and blocked mechanically.
Rule 1: Preflight Check

Article 12

Record-Keeping

High-risk AI systems must maintain logs that enable traceability and auditability. The Nervous System provides tamper-evident, hash-chained logging.

Every guardrail violation, every preflight check, every kill switch activation is logged with SHA-256 hash chains. Tamper with one entry and the entire chain breaks - verifiable in real time.

Article 13

Transparency

AI systems must be transparent enough for users to understand and oversee. The Nervous System forces the AI to explain itself.

Every 4 messages, the system forces a reflection cycle where the AI must articulate what it is doing and why. No silent operation. No hidden decisions.

Article 14

Human Oversight

High-risk AI must be designed to allow effective human oversight. The Nervous System makes human approval the default, not the exception.

Human ability to understand, monitor, and override
Logic changes require explicit human approval. The permission protocol distinguishes data changes (act with direction) from logic changes (propose and wait). Kill switch enables instant shutdown.

POST /kill - instant emergency shutdown of all processes. Auth-protected, audit-logged.
Article 15

Accuracy, Robustness, and Cybersecurity

AI systems must achieve appropriate levels of accuracy and be resilient to errors. The Nervous System prevents the most common failure mode: the AI breaking its own system.

Resilience against errors and unauthorized modifications
89+ files are mechanically protected. The dispatch pattern prevents context exhaustion. Drift detection forces periodic reassessment. The system has caught 57+ violations with zero breaches.

Enforcement Begins August 2026
