City of LA SBE/EBE, LA County LSBE, the LA County LBPP, and the State of California Small Business program are four separate programs. They are not the same certification and are not blended here.
MBE is not held. RAMP shows the original MBE application (#100664) rejected. A reapplication (vendor #229877) is in flight and unanswered since 2026-06-22. That is the whole truth of it. This firm does not address any MBE participation target, and this page will not imply otherwise.
The governance framework has governed exactly one production system: ours, since February 2026. There is no external client yet. We state that plainly. Here is why it still counts in your favor: the artifacts are real, they are open source, and anyone can audit every line before this firm's name goes into a proposal. On 2026-07-13 a third party with no relationship to this firm independently verified the
live service and published the result. GitHub user AmitabhainArunachala ran an end-to-end
verification of api.100levelup.com, from the payment-protocol discovery manifest through spot-checks
on each paid endpoint, and posted the finding in public on
xpaysh/awesome-x402 PR #819. Their words:
"Independent verification, service is live, x402 v2, all paid routes return 402 with payment instructions."
They confirmed the protocol version, the seven listed resources, the settlement chain, the token, and the receiving
address, all read independently off this firm's own public manifest. We did not ask for it and we did not write it.
That is the only independent verification of this firm's software that exists. We state it plainly rather than imply more. Everything else on this page resolves to a public source, and the software is open for your team to inspect and run before this firm's name goes into your proposal.
