City of LA SBE/EBE, LA County LSBE, the City of LA LBPP, and the State of California Small Business program are four separate programs. They are not the same certification and are not blended here.
City MBE is not held. The LA County CBE certification (#100664, vendor #229877), which includes County MBE participation, is now approved and valid through 2028-07-31. Per the City of Los Angeles inter-agency certification recognition chart, a County CBE or MBE is not recognized toward the City of LA MBE participation target, so this firm does not address that target, and this page will not imply otherwise.
The governance framework has governed exactly one production system: ours, since February 2026. There is no external client yet. We state that plainly. On 2026-07-13 a third party with no relationship to this firm independently verified the
live service and published the result. GitHub user AmitabhainArunachala ran an end-to-end
verification of api.100levelup.com, from the payment-protocol discovery manifest through spot-checks
on each paid endpoint, and posted the finding in public on
xpaysh/awesome-x402 PR #819. Their words:
"Independent verification, service is live, x402 v2, all paid routes return 402 with payment instructions."
They confirmed the protocol version, the seven listed resources, the settlement chain, the token, and the receiving
address, all read independently off this firm's own public manifest. We did not ask for it and we did not write it.
